Know More About Tax Incentives

Recently, film production has experienced major changes as a result of the development of film tax incentives. The dropping dollar has fostered an even more competitive atmosphere in United States motion picture production, as overseas locations have grown to be relatively more troublesome for the standard film budget of U.S. Producers, studios, as well as independent movie companies. Also, ever since 9/11, travelling to foreign nations has changed into a a risk management concern for production companies, studios, stars as well as crew. As a result, filming in the U.S. is now a significant consideration for talent and crew alike, making U. S. production alternatives more desirable than those abroad. So as to encourage production to remain domestic, numerous states, 43 to be exact, have passed tax incentives that allow the movie industry to produce films at a cheaper cost and therefore stimulate the domestic economy. This practice is actually advantageous for American workers as well as producers alike, as it cuts production expenses and stimulates the employment of domestic labor.

As the expense of movie production keeps rising, a few states have taken issues into their own hands, issuing tax incentives to the film industry. These movie tax incentives are actually the new backbone of movie financing equations, as production expenses are rising and labor costs are abundant. In this day and age, no film budget plan is comprehensive and complete without several consideration for film tax incentive contribution. While not usually recognized for their movie and tv productions, Georgia and North Carolina provide affordable alternatives to their Hollywood counterpart. On May 12, 2008 Governor Sonny Perdue signed into law the Georgia Entertainment Industry Investment Act, increasing the state tax credit for certified production and post-production expenses up to 30 percent.

The Georgia Entertainment Industry Investment Act gives a flat tax credit of 20%, based on a minimum investment of $500,000. There's also another nice advantage, an additional 10% Georgia Entertainment Promotion uplift could be gained by including an imbedded animated Georgia logo on projects with Georgia approval. "The magnitude of Georgia's tax break is one of the best, if not the best within the country," states  Broderick Johnson, producer of The Blind Side. Tax incentives in Georgia not only profit the movie industry, but additionally promote economic growth, further enhancing the rehabilitation from the past recession. "Fiscal year 2007, our economic impact from the film industry was about $240 million, and by fiscal year 2010, it was $1.4 billion," highlights Lee Thomas, director of the film division of the Georgia Movie, Music and Digital Entertainment Office. "That's quite a runup."

Georgia not just provides an excellent tax incentive, but its capital, Atlanta, seems to be the brand new hotspot outside of California. EUE/ Screen Gems just lately bought a 33- acre film and tv production campus, located ideally 5 miles from downtown Atlanta and six miles from the country’s busiest airport. Actually, it looks like Atlanta and EUE/ Screen Gems particularly has given both the film and tv industries with a one of a kind and cheap opportunity with great quality production. EUE/ Screen Gems also operates in Wilmington, North Carolina, an additional tax incentive state that has seen an upturn in productions over the past couple of years. EUE/ Screen Gems owns and runs a 50- acre complex with over 150,000 sq. ft., 2 special effect water tanks.

Companies are drawn to the countless tax credit programs that provide North Carolina a good business environment. North Carolina’s Governor Bev Perdue signed into law two House Bills that certainly impacted the North Carolina Movie incentive. House Bill 1973 produces a single, easy to use 25% film Incentive while eliminating the 15% and Alternative Film credit. It raises the per project cap form $7.5 million to $20 million. The bill in addition defines employee fringe contributions, which includes health, pension and well being, and per diems, stipends, and living costs all as qualifying expenses. The House Bill 713 removes the 6.9% corporate income tax on the incentive used by a production company, allowing the company to take advantage of a full 25% of qualifying expenses. “This particular legislation will help grow our $91 million motion picture industry, preserve and create countless work opportunities and boost investments in another growing economic cluster," Perdue said. "Providing a solid foundation for North Carolina's film industry is essential as we work to create a powerful and sustainable economy through increased diversification." Production tax credit throughout the U. S. has played an important role in not only further developing local economies, but also have offered the movie industry a distinctive opportunity to make high quality movie and television productions, all while keeping a relatively affordable cost.

Anti-SOPA/PIPA efforts make their mark; anti-piracy bills take a beating (Seattle Times)

WASHINGTON -- Support for a pair of anti-piracy bills unraveled Wednesday amid
an Internet blackout and huge public backlash, perhaps giving fresh traction
to competing legislation co-sponsored by Washington Sen. Maria Cantwell.

Howls erupted from the Twitter-verse when the English version of Wikipedia,
the free, collaborative Web encyclopedia and homework crutch of students
everywhere, shut down. Google and Facebook were up, although Google slapped a
big, black bar across its colorful trademark and directed viewers to a
petition.

On Craigslist, those looking to search the classifieds had to first read
through a note urging them to contact their representatives to block the
bills.

The 24-hour blackout and adverse reaction from Internet users was over the
right of business -- notably Hollywood and the publishing and recording
industries -- to make a profit on its work, versus maintaining free and open
access to the Internet.

Two bills, the House's Stop Online Piracy Act (SOPA) and the Senate's Protect
Intellectual Property Act (PIPA), would attempt to stop illegal downloading
and sharing of copyright material. Opponents claim ...
